11 Construction Environmental Management Plans — Qatar Infrastructure Programme

The Challenge

Multiple construction and infrastructure contractors in Qatar required Construction Environmental Management Plans (CEMPs) for active project sites. Each CEMP needed to address site-specific environmental risks, comply with Ashghal (Public Works Authority) and Ministry of Environment and Climate Change (MoECC) requirements, and be practical enough for on-site implementation by construction teams.

Our Approach

We delivered eleven CEMPs across a range of project types including road improvement works, building construction, utility infrastructure, and industrial facilities. Each CEMP included:

  • Environmental risk register specific to the project scope and site conditions
  • Dust, noise, and vibration management procedures
  • Waste management and materials handling protocols
  • Stormwater and groundwater protection measures
  • Emergency response procedures for environmental incidents
  • Monitoring schedules and reporting templates
  • Roles and responsibilities for environmental management on site

Outcome

All eleven CEMPs were approved by the respective regulatory authorities and client organisations. The standardised approach with project-specific customisation enabled efficient delivery while maintaining technical quality across the portfolio. Several clients subsequently engaged us for Operational Environmental Management Plans (OEMPs) and Consent to Operate applications.
