The Challenge
Twelve Urban Local Bodies across five districts of West Bengal — South 24 Parganas, Hooghly, Purulia, North 24 Parganas, and Birbhum — required Detailed Project Reports for integrated solid waste management systems. Each municipality had distinct waste generation profiles, collection infrastructure gaps, and varying levels of existing processing capacity.
The DPRs needed to comply with the Solid Waste Management Rules 2016, address both biodegradable and non-biodegradable waste streams, and be technically and financially viable within municipal budget constraints.
Our Approach
- Baseline surveys: Waste characterisation studies, existing infrastructure audit, and population projection for each municipality.
- System design: Source segregation frameworks, collection route optimisation, transfer station sizing, and processing facility design (composting, bio-methanation, material recovery).
- Financial modelling: Capital expenditure estimates, O&M cost projections, revenue recovery mechanisms (user charges, compost sales, recyclable revenue), and phased implementation timelines.
- Regulatory alignment: SWM Rules 2016 compliance matrices, CPCB guidelines integration, and Environmental Clearance requirements where applicable.

Outcome
All 12 DPRs were accepted by the respective ULBs and submitted for state government funding approval. The reports established a standardised template that was subsequently adopted for additional municipalities in the state, demonstrating scalability of the approach.
