The Challenge
An international engineering services company was contracted to decommission facilities on Halul Island, Qatar’s primary offshore oil loading and storage facility. The decommissioning required a comprehensive hazardous materials assessment (HazMat survey) and a Decommissioning Environmental Management Plan (DEMP) that met QatarEnergy and Ministry of Environment standards.
Our Approach
- HazMat survey: Identification and quantification of asbestos-containing materials, lead-based paints, PCBs, mercury-containing equipment, ODS, and other hazardous substances across all facilities scheduled for decommissioning.
- DEMP preparation: Detailed environmental management procedures for hazardous material removal, waste classification, transportation, and disposal in accordance with Qatar environmental regulations.
- Regulatory alignment: Ensured compliance with MoECC requirements, QatarEnergy HSE standards, and international best practice (London Protocol, Basel Convention).
Outcome
The HazMat survey and DEMP were approved by the client and submitted for regulatory clearance. The documents provided the contractor with a clear operational framework for environmentally responsible decommissioning of the offshore facility.
